The Dutch government will be involved in rationalizing policy decisions. It must be made clear at the beginning which aims are to be pursued, the means to be used to fulfil these aims and when these means should be used. The extent to which this process has succeeded or whether a further evaluation is needed must then be assessed. As regards traffic safety policy it must be shown how far the increasing deterioration in traffic safety will continue as a result of unchanged policy. On this basis a new policy can be formulated, executed and evaluated. See also IRRD no 255837.
