About Dfl 1000, - per household per annum is being spent on public transport in the Netherlands, just to keep it going, investments excluded. When travel time doubles for those changing from cars to public transport one never may assume there will be a considerable shift in modal choice. Lower fares only will attract people from a new market segment and only a few motorists. Public transport is no competitive substitute.
