The Scenario Explorer is a model for nationwide travel demand and supply forecasting. The model combines scenario building, system dynamics and strategic transport modelling techniques. The model facilitates experimentation with alternative polices and perceptions on causalties within the Traffic and Transportation System. It is based on the `modelling as learning' approach and is intended to stimulate experimentation in policy thinking and to get insight in future developments in travel demand and system behaviour at a strategic level. The approach chosen is hybrid in a methodological sense in that it can deal both with relationships that have been validated empirically and with subjective perceptions of the system of the analyst of policy maker. This first part of the final report on version 1.0 (general description) offers a general introduction of the model and its objectives, structure and performance. A more extensive description of the contents and lay out of the model can be found in the parts 2 to 4 (see ST 950843, ST 950844 and ST 950845) of the final report.
