The road hazard experienced by the elderly is a major problem encountered throughout the Netherlands. The current situation in Gouda is particularly unfavourable for those aged 50 years and above, when comparing with several other Dutch municipalities. SWOV Institute for Road Safety Research has investigated which elements can contribute to a municipal plan to promote road safety for the elderly, where possible geared to the conditions specific to Gouda. Different measures are recommended aimed at improving the safety of the elderly: (1) cyclists in traffic zones; (2) pedestrians in traffic zones and residential areas. Important measures in these areas are: the construction of 30 km/h zones, and the drastic speed reduction to walking pace by means of engineering measures (the 'woonerf'); and (3) motorists. For a proportion of the target group, an improved public transport system can offer a realistic and safer alternative for travelling. In addition, infrastructural measures can ensure the elderly participation in traffic. Other motorised road users can be stimulated to comply strictly with the major traffic rules for the benefit of the older road users. The municipality can ensure that the regional hospital is adequately equipped for the treatment of complicated traffic injuries.
