Abstract

This study starts by describing the problem of accessibility in rural areas. The scale of the problem and its potential future development are defined. The main problem is that there are insufficient services and public transport facilities, and an increasing number of people whose mobility is limited. A number of solutions are presented, most of which are either unworkable or insufficiently effective. Two options: a) the provision of mobile services such as mobile shops or libraries; and b) improvements in public transport facilities are described in more detail. A case is made for more government funding of both these options. Two case studies are then described which illustrate the need for improving public transport and the potential benefits of so doing. A list of transport requirements was derived from these studies, as well as a timetable for implementing a number of realistic improvements. Warnings are given both about the dangers of implementing the transport option alone, and about accepting alternate transport mode options whose effectiveness has yet to be proven. Finally, suggestions are made regarding the regional or even local initiatives which can be taken to improve transport facilities.
