Abstract

This is the second of two articles giving an overview of the main current policy developments relating to urban and regional public transport in the Netherlands. In this article, attention is paid to the Passenger Transport Act characterized by: disentanglement, professionalization and granting concessions. A distinction is made between the public and private dimensions of public transport. This distinction and the three above-mentioned themes are also dealt with in relation to railway transport. It is important to strive for a higher cost coverage of public transport. This is possible by improving its speed and by improving the quality in such a way that public transport can make a transition from a necessary to a luxury good. This demands a substantial change in defraying the cost of public transport. For part 1 see C 18845 fo (ITRD E203872).
