Abstract

This paper describes a study conducted by Steer Davies Gleave for the UK Department of Transport, Local Government and the Regions on decision-making in English local transport planning. The study consisted of a review oftheories of decision-making in local government and the identification ofone theory (the Vigilant model) to use as a template to investigate decision-making, a survey of decision-making in local authorities and other stakeholders, an assessment of the strengths and weaknesses of current practice of decision-making in local authorities through case studies, an evaluation of current practice against the Vigilant model, and a review of existing transport guidance provision by central government. The findings aboutdecision-making in local transport planning are discussed with reference to the ways in which transport decisions develop, new local government constitutions, the preparation of local transport plans (LTPs) and Annual Progress Reports (APRs), the role of different personnel at different points in the decision-making process, links with other policy agendas, and regional governance.
