Abstract

This paper discusses the process of decision-making used by those working in urban transport, in metropolitan South Africa. It places the decision-making process in historical context, and suggests that changes are now necessary, if the objectives of recently defined policy are to be met. The paper outlines an approach to urban transport strategy development which has been documented in the United Kingdom. The advantages and disadvantages of this approach for the South African situation are discussed. (A) The French title of the paper is: "Vers une nouvelle approche de l'évaluation des transports publics en milieu urbain dans la nouvelle Afrique du Sud".
