This paper presents: a) the current level of costs incurred and actually supported by users and non-users in EU cities; b) the general means proposed for mobility control, limit cost distortions, influence user patterns; c) the GAUDI concepts, services and systems used for demand management (integrated payment); and d) the results observed in the GAUDI tests in Trondheim, Barcelona, Dublin, Marseilles and Bologna.
