The objective of this paper is to draw on the experiences gained in ADEPT II project to provide a discussion of the general issues that arise in the implementation and evaluation of smart card based ITS systems in the context of travel demand management. The paper outlines the range of demand management systems that are being implemented within the ADEPT II project, discusses relevant behavioural, institutional and legal issues and briefly describes the common evaluation framework. The paper concludes with a more detailed presentation of the implementation activities that are under way at one of the main ADEPT II demonstration sites in Thessaloniki.
