Abstract

Today, there continues a shift in emphasis from the building of new facilities to improving the quality of service of present facilities with the rebuilding of the interstate highway system. According to Federal Highway Administration (FHWA) statistics, the total street and highway mileage nationwide has increased by only 5,000 miles between 1980 and 1985. This represents a mileage increase of less than 0.03% per year. Highway mileage has increased by 0.47% per year for the past 24 years. The shift from new construction to reconstruction of the existing interstate system has reintroduced conflict between road users and construction workers and equipment as a result of this change in emphasis. This trend is continuing. (Author/publisher)
