Deregulatory operations are politically attractive to recommand, but hard to execute, since they require a reassessment of government policies hitherto followed. Four years experience with deregulation learns that the results of this operation are extremely modest as long as government and parliament are not willing to reconsider the objectives and instruments of the existing policy-programs. For several economic and practical reasons the present Netherlands' policies and regulations for road and inland navigation have to be reconsidered. This offers useful opportunity to deregulate the transport market. In this contribution a description is given of the conditions which are to be met for a successful reconsideration of the law for these branches of transport.
