Abstract

This paper describes a planning procedure for the relocation of rail road facilities in urban areas which may offer a potential for achieving significant benefits from eliminating delays and accidents at grade crossings as well as improving the efficiency of rail road operations. A guide-book is appended in order to organize and manage the planning process, and to provide a consistent framework for analyzing the cost and benefits of alternatives.
