The papers in this volume, which deal with design and construction of asphalt overlays and hot-mix asphalt construction practices, should be of interest to state and local construction, design, materials, and research engineers as well as contractors and material producers. All papers, except for the paper by Fager, were submitted in response to a call for papers and were included on the program for the 75th Annual Meeting of the Transportation Research Board. The paper by Fager in Part 1 was submitted for publication only. The substance of the paper was presented at the 74th Annual Meeting. Many of the scheduled papers were not presented at the 75th Annual Meeting because participants who planned to attend could not reach Washington, D.C., as a result of the severe snowstorm that occurred in January 1996. The Transportation Research Board and its volunteer committees are most appreciative of the authors’ interest in participating in the meeting and sincerely regret that so many were unable to do so. All papers contained herein have been peer reviewed by the TRB standing committees identified on page ii.
