Abstract

Pre-cast concrete pavement has gained significant attention from pavementpractitioners in the United States along with important support from the Federal Highway Administration to aid implementation. In the current SAFETY-LU and the upcoming Transportation Bill, the emphasis on transportation infrastructure issues are pavement preservation and faster rehabilitation/reconstruction. Preservation of the existing transportation system needs rehabilitation and reconstruction techniques that reduce congestion duringconstruction. However, the need is not only faster construction, but alsomore durable pavement that reduces both agency costs and costs to the traveling public. Therefore, implementation of pre-cast concrete pavement indeveloped countries is synonymous with faster and more durable construction. In developing countries that have experienced recent economic booms, new road construction to move people and goods through remote areas is thehighest priority. Most of these countries do not have large scale operations with large capital investment from their local pavement construction industry. As a result, the need for new roads has outpaced the capital investments in construction facilities and equipment. In addition, these countries do not have mature cast-in-place pavement specifications, especially quality control/quality assurance of field construction, to assure durable pavements in the long term. Pre-cast concrete pavement is viewed as aviable pavement type alternative compared to cast-in-place pavement to achieve durable pavements and avoid an urgent need to quickly invest in pavement construction equipment and mobilization in remote areas.
