Abstract

The sample design for the survey of the seat belt usage rate in New York State is described. The sampling of areas of land in the State and roads within these sampled areas which makes it possible to obtain estimates of the usage rates across the State, is explained. The sampling across time of day and day of week is discussed in conjunction with the sampling of locations. The sample design is a multistage one with frequent use of stratification and clustering.
