Abstract

This paper reports on an attempt to quantify the aesthetic, the social, and the neighbourhood economic effects of a proposed highway on the area it serves, and the relate those effects to cost and service considerations so that rational, systematic comparisons of alternate routes can be made. The selection of a route and a design can then be based on a consideration of all effects-environmental as well as cost and service.
