Abstract

Suggests that the apparent initial success of legislation to control drunken driving accidents by law enforcement, followed by a return of accident levels to initial trends, may be an artifact of failure to properly model the accident process. A model is presented that shows that the effects of legal controls can be easily swamped by other accident-inducing forces. (Secondary source).
