Abstract

The social effects of a legal reform are examined utilizing the Interrupted Time-Series research design, a method of analysis that has broad potential use in studies of legal change more generally. This study concerns an attempt to lower the highway death rate through changes in the law on drinking and driving with a breathalyzer test.
