Developing a method for the assessment of evidence on the impacts of transport policy instruments.

Abstract

For the majority of transport policy instruments there is an absence of clear and consistent evidence of their performance. This paper describes the development of KonSULT, an on-line knowledge base on sustainable urban land use and transport. It is intended that this will be of benefit to transport professionals in developing urban transport strategies and in selecting, designing and implementing specific measures. The initial development and structure of the knowledge base are described. The preparation of material on policy instruments concentrated on urban road charging and light rail for the prototype. The first principles assessment included individualised marketing to reduce car use, demand impacts, short and long run demand responses, supply impacts, financing requirements, expected impact on key policy objectives, expected impact on the alleviation of problems, and expected winners and losers. Evidence on performance of policy instruments is provided from four or five case studies from reputable sources. Key points for the further development of KonSULT are considered.
