Abstract

This paper deals with: 1- the development of a series mathematical models and evaluation of the effect of capacity reductions due to an incident and detecton-servicing time on delay and secondary vehicle incidents, and 2- validation of a deterministic queuing model by investigating an actual incident which occurred on an operating freeway.
