Abstract

This pioneering effort to apply cost-effectiveness analysis to the traffic safety problem has resulted in the development of an implementable analytic system which can be applied to traffic safety data to determine benefits and costs for selected standards, as well as how a specified budget should be allocated among these standards, on the basis of their cost-effectiveness, to achieve maximum reductions in mortality, morbidity, and property damage. Since this effort constitutes an initial thrust into a complex problem area, it is anticipated that the model will be an evolving tool, where refinements will continue to be incorporated as they are developed. However, it is believed that no major changes in the model structure will be required in the near-term time period. The validity of this conclusion, of course, will be substantiated (or refuted) by the application of the system to a real world situation, i.e., a case study of the state of Wisconsin, the results of which will be available in the spring of 1969. /authors/.
