This paper provides an overview of the way in which highway strategy should be developed both in principle and by reference to a case study in Poland. It emphasises that strategy development cannot be a static process. Instead it should be a continuous process which sets objectives, assesses alternatives to meet those objectives and following implementation, measures the strategy's effectiveness before re-establishing new objectives. Since roads provide one of the key connections for society to operate more efficiently, the highway engineer can never work in isolation from other processes which any strategy is seeking to integrate.
