Abstract

The attitudes and goal preferences of public and private citizens need to be more effectively integrated into planning for highway investments and the goal priorities of citizens relative to the location, design and construction of highway need to be ascertained and integrated with the goals of the highway planners. A methodology for determining goals that have the highest priority in terms of both desirability and importance as perceived by public officials and private citizens is given.
