Abstract

This digest summarizes the final report for National Cooperative Highway Research Program (NCHRP) Project 17-18(04) (available as NCHRP Web Document 62). This is the initial project in a ground-breaking effort to develop a Highway Safety Manual (HSM). The HSM will serve as a tool to aid practitioners in making planning, design, and operations decisions based on safety considerations. Project 17-18(04) developed an annotated outline for the first edition of the HSM, a work plan for producing the first edition by 2007, and a prototype chapter for safety estimation on two-lane rural roads.
