In April 1996, the Vehicle Information and Communication System (VICS) Center started its operations, enabling vehicle drivers to confirm real-time traffic information on their navigation displays. In addition to the provision of traffic information itself, a navigation system with dynamic route guidance was developed which uses the traffic information to calculate and search out less congested routes, and to provide guidance to drivers. Part of the navigation system is presently being marketed. In this paper the development objectives and effects of the dynamic route guidance function of the navigation system using VICS information are explained.
