Abstract

Existing performance indicators for evaluating the attainment levels of traffic management, are fragmentary and inadequate. A more comprehensive set of indicators is needed. The goals for the Traffic Management System (TMS) were evaluated in terms of order, safety, economy and general service levels. A literature study was done to examine the progress being made in achieving the goals of the TMS. The information was used to define goals, objectives and measurement criteria and develop performance indicators and ratios. The Goal Matrix was used as a performance evaluation tool. A monitoring strategy and methodology are provided to aid the Directorate Traffic Safety (DTS) in implementing the performance evaluation and performance improvement programme, and recommendations are made.
