Abstract

The paper presents the development and the structure of the National Road Safety Programme in Israel. Based on a review of international experience several principles were adopted in the Program development: (1) assigning of a quantitative target for the performance of the program - a reduction of severe accidents of 15 to 25 per cent; (2) selection of activity fields based on accident data analysis and on available means of road safety improvements; (3) building a joint framework for co-operative efforts between all Government ministries and other organisations involved; and (4) checking the economical efficiency associated with resource allocation for each and every accident prevention measure.
