Abstract
The road traffic authority needed to change its traffic management works program from its emphasis on types of facilities, job monitoring and works targets. Commencing with an investigation on the delivery of its traffic management services the focus was shifted through organisation and works program changes. Extensive staff participation in the development of the changes created confidence and meant that those changes could be introduced quite rapidly.
