Abstract
The paper outlines the construction of formed roads for a small island community (Chatham Islands, New Zealand) and details the costs involved in providing and maintaining the roading network. These costs are compared with the taxes raised locally and with the increases in land valuation and also with island productivity.The increases in motor vehicle numbers as the network is extended and changes in the style of vehicles are covered. The problems of constructing roads with limited equipment resources are discussed as well as the selection of materials.
