Development of a safety belt violation enforcement system using license plate reading.

Abstract

In this paper, a system is introduced that detects a safety belt violation vehicle. It is well known that a safety belt can reduce the degree of injuries and it could even save lives if there is a traffic accident. A driver is fined if he does not wear a safety belt in some countries such as the United States and Korea. A safety belt violation enforcement system consists of two main algorithms. One is license plate reading and the other is safety belt recognition. This system takes pictures of all the vehicles passing a traffic sensor and reads their license plates. The registration numbers on the license plate are first recognized and then sent to a central system at the metropolitan police agency. The central system finds a name of the vehicle using a police-database of license plates and gives the name to a local system. A region of a driver is calculated with a name of a vehicle and an initial position of a license plate. Within a region of a driver, it is recognised whether the driver is wearing a safety belt or not. If he does not, a license number and a violation image are sent to the central system.
