Abstract

The paper describes the programme for developing a London Transportation Model (LTS), presenting an assessment of the performance of Version 1. In May 1987, the team which had been responsible for the Greater London Transportation Model (STEM/ COMPASS) joined MVA on a 2-year project to update and substantially enhance the model. The aim is to provide consistent travel data, forecasts and forecasting models for the whole of Greater London. The project is directed by committees comprising representatives of London's transport planners: the Department of Transport, the Boroughs and the public transport operators. This paper details the model enhancement programme and objectives. These are very ambitious seeking to answer not only strategic information requirements, possibly interfacing with other strategic London models (such as LAM, the London Area Model and LRT's Scenario) but also to meet some of the data and modelling requirements of local scheme appraisal studies and Borough models. Technical enhancements scheduled include an extension of the zone system to cover South Eastern England, and replacement of three current am peak model by a model able to forecast for all weekday time periods. The model specification will also be broadened to provide greater policy sensitivity. Details of version 2 are also provided, and compared with version 1.
