Based on information and experience the SWOV and IZF-TNO developed the conflict observation method ""DOCTOR"" (Dutch Objective Conflict Technique for Operation and Research). ""DOCTOR"" defines a conflict as a critical traffic situation in which two (or more) road users move themselves in such a way that a collision with damage and injuries is probable, when the course and speed don't change. When it is a question of an available manoeuvre-room which is smaller than necessary to swerve, there is a critical traffic situation. To classify the measure of danger in such a situation degrees of conflict on a scale from 1 to 5 are applied which describe the chance of a possible collision to the possible accident consequences regarding damage as well as injury. In the last years several studies were carried out in The Netherlands with the help of other methods. With support of the government several projects are started now, using the ""DOCTOR""-method. The results will become available in 1988.
