Abstract

Following on from its comprehensive Motorway Tolling Trials in 1996/7, the Department for Transport (DfT) embarked upon a further programme of research to investigate a complete pilot road charging system. This encompassed the issue and fitting of On-Board Units (OBUs) in volunteers' vehicles through to the delivery of dummy monthly invoices and dummy Penalty Charge Notices (PCNs). The one-year operational phase of the programme was completed at the end of March 2006 and the preliminary lessons from this processare presented from the DfT's perspective.
