Distributional effects of the national transport system : the Case of the Federal Republic of Germany.

Abstract

The politicians question who consumes the money that is spend by governmental authorities to maintain the public transport system as it exists in the federal Republic of Germany, and who finances this public expenditures via faces, fees and taxes, is discussed. The methods that have been applied are sketched and empirical results are presented. The effectiveness of public transport policy at achieving distributive goals is evaluated.
