The document develops a BCA checklist which can be referenced by transport agencies, practitioners and consultants to document the methodology, data, analysis and results of project appraisals. In the past, there have been deficiencies in the way BCAs have been documented and implemented across road transport projects in Australia. The proposed framework sets out to provide information about the following: * a detailed report on the economic appraisal methodology, including a full listing of all parameters used and sensitivity tests applied; * a ‘checklist’ of assumptions, key variables, and models used in BCA. A key input refers to the predicted demand and associated demand drivers; * a report that provides cost estimates primarily based at the P50 level of expected values; * the proforma for the BCA estimation process; * the presentation and discussion of the BCA results; * a quality control ‘checklist’ referring to the tasks of data entry, data verification, documentation of information sources, indexation and project version control. The checklist aims to promote organisational learning and quality improvement in project appraisal as well as consistency in project evaluation. It can be appropriately formatted to form an ‘Appendix’ to the Austroads Guide to Project Evaluation. (Author/publisher)
