Abstract

This paper describes a model-based tool to forecast and evaluate the modal split of visitors to inner cities. The model is based on knowledge about the travel behaviour of categories of visitor groups. The model supports decision-making on investment in infrastructure such as parking facilities, in the context of local government policy to stimulate the commercial (shopping) function of the inner city and maintain the best possible accessibility by all means of transport.
