Abstract

This paper addresses the question of regional organisations implementing national environmental traffic policy. A feature of national environmental traffic policy is that dozens of national policy documents and regulations, administrative measures, memos and procedures as well as European and national guidelines have been formulated, setting out its goals. They all deal with aspects of the traffic environment such as noise, the countryside, the landscape and sustainable construction. However, the sum total of these goals - most aspects of which have been worked out in the national policy document - makes the policy unworkable at regional level. In the paper, the authors explain how a regional organisation such as the Zuid-Holland division of the Dutch Department of Public Works can turn a fragmented national environmental traffic policy into one that is integral and workable. The Operational Protocol drawn up for this purpose will first link national environmental traffic goals to the phases in the regional organisation' s work process. This is followed by a further processing of the list of almost 100 environmental traffic goals (grouping similar goals and prioritising the goals that should be dealt with first). The final step is to operationalise the environmental traffic goals in a programme of requirements and actions. It is important that these steps are carried out in close collaboration with the appropriate department within the regional organisation. The authors conclude the paper by making a number of observations and recommendations including using programme management to steer the process.
