While traffic crashes are often explained by human behaviour and error, the fact that the road traffic system is designed in a way that allows individuals to drive at excessive speeds remains an undeniable contributor to road crashes. Cars are of course a key component of the road traffic system, and virtually all cars on the roads are able to be driven at speeds that are well above the permitted limits.
