Abstract

Broad consensus exists about the need to improve the way in which policy concerning main infrastructure in The Netherlands is achieved. Problems relating to policy making can be found partly in the area of the technical choice process. The main problem however lies in the course of the total policy process, and the way the parties involved associate. Creating and maintaining a broad social and political basis for the priorities that have to be set, is essential for the policy concerning traffic and transportation. The importance of a broad basis increase as the role of the government in the society is changing gradually. To form a more broad and social and political basis for priority setting in the area of traffic and transport the "Comprehensive Multimodal Priority setting for Main Infrastructure" project is initiated.
