Four thresholds must be reached before a sanctioning system in relation to drinking-and-driving will have any essential and lasting impact on the public behaviour of drinking-and-driving in our democratic societies. these four thresholds relate to: 1)awareness of basic knowledge of the law, 2)perception of the law as legitimate or fair, 3)early detection of the offence and immediate correction of the offender and 4)satisfaction of basic needs realated both to the drinking and to the driving.
