Abstract

This report has been organized as follows. Section 1 provides a brief synopsis of the findings of the study. Section 2 describes the highway safety context in which driver education must function. Section 3 provides an overall discussion for driver education efforts as related to highway crashes. Sections 4 and 5 are devoted to high school driver education. Section 6 provides a follow-up to section 5 by elaborating on the major problems involved in attempting to evaluate secondary school driver education programs. Sections 7 and 8 describe NHTSA's efforts develop and evaluate driver education programs.
