Abstract

Because most of crashes involve drivers with good drlving records, a meaningful driver improvement program must take all drivers into consideration. The renewal driver licensing program is the only opportunity for routine post-licensing control of the vast majority of drivers. Therefore the system recommended in this report may be accurately defined as a comprehensive driver improvement program aimed at early identification of driving problems and intervention that is tailored to the level of difficulty exhibited by the driver.
