Abstract

On December 13, 1999 the National Commission Against Drunk Driving hosted a national debate on three key issues in impaired driving: (1) The .08 % Legal BAC Limit, (2) Vehicle Confiscation for DUI, and (3) Mandatory Testing of Drivers in Fatal and Serious Injury Crashes. The author presents the results of the debate and its' policy implications for the control of impaired driving.
