This paper describes the Second Transport Structure Plan of The Netherlands (SVV-2), and evaluates its early progress. SVV-2 covers the period 1986-2010, and aims to maximise accessibility, subject to constraints of environment and safety. It also formulates certain maximum and minimum targets, to be attained by 1995 or 2010. The principal methods of achieving these goals are: (1) reduction of car use through pricing policy etc.; (2) improving public transport through service enhancements, high-speed railways, etc.; (3) increasing road capacity and improving existing infrastructure use; and (4) expanding rail freight. Several interim goals act as guidelines for the measures. The policies for road and measures. The policies for road and rail infrastructure and land use are described. The early progress of SVV-2 is evaluated with respect to: (1) socio-economic developments; (2) environment; (3) safety; (4) passenger car travel; (5) costs of private and public transport; (6) congestion on the trunk road network; and (7) the current situation of SVV policy measures. Congestion has increased by over 25% since 1986, and a strong increase in car mobility can be expected. New public transport infrastructure and further discouragement of car use are both necessary.
