This report is the fourth in a series dealing with DWI system improvements. The first dealt with enforcement issues -- problems in the detection and apprehension of hard core drinking drivers; the second dealt with the prosecution of these offenders; and the third with their adjudication and sanctioning. The current report examines ways to improve the monitoring of these offenders.
