Abstract

Currently, diversion plans used in UK traffic management systems are fixed and agreed by a stakeholder group. The process of deciding fixed diversion plans involves much debate which can make the process lengthy and expensive, both in the initial build process, and for maintenance in response to network changes. This paper describes the design and initial testing of an automatic diversion plan generation system, capable of generating plans in real time in response to network incidents, based on a set of pre-agreed rules. The deployment of this system in traffic control centres is expected to eliminate the need for maintaining fixed diversion plan libraries, and to make more efficient use of the UK road network.
