Abstract

Dynamic traffic management in urban environments: goals and effects Dynamic Traffic Management (DTM) techniques are increasingly applied in the urban environment. Unfortunately, there is insufficient insight into the effects of DTM and the conditions that affect these effects. This study has tried to increase insight into these matters through a series of telephone interviews. Using a structured questionnaire, data was collected regarding the way in which DTM measures are evaluated, the goals policy makers try to reach through DTM, the effects of DTM and the conditions under which DTM is implemented. Some key findings of the study are: (1) Evaluations of DTM often do not take place, due to lack of time or budget. As a consequence, potentially important insights are missed. (2) The goals, with which DTM measures are implemented, are often not clearly defied. This causes a problem in evaluations, where one wants to find out whether goals are met. (3) The effects of DTM seem to be positive in general. A problem is that there are only qualitative data on which this conclusion is built. (4) There was no clear correlation between the conditions (policy context, efficiency of maintenance, budget, support of politics and public) and the effects of DTM-measures. Further research should address the question of which are relevant conditions for the success of DTM. (Author/publisher)
