An economic analysis of periodic vehicle inspection programs.

Abstract

Preliminary data are presented on the cost and effectiveness of an annual automobile emission inspection system. Using a least cost linear programming model it is shown that several retrofit devices are more economically efficient than inspection as a control strategy. It is then argued that the annual emission inspection is not a very good enforcement strategy either. A side-of-the-road inspection system is shown to be theoretically preferred.
