Abstract

A method for estimating costs and benefits to commuters over a period of time is developed in this paper. Commuters are divided into different social classes according to the value they place on the attributes of the different transport modes. Next the method is used to evaluate different road pricing schemes. Finally the road system is examined both as a public utility and as a public enterprise.
